In May 1991, as part of the Schengen-group States, Spain decided to impose visas on citizens from Maghreb countries. Since then illegal immigrants from Morocco, Mali, Senegal, Mauritania and other African countries have been rushing to Tangiers in huge numbers. In Moroccan dialect they are nicknamed herraguas or « burners » because they are prepared to do anything to leave, even to burn their ID documents, i.e. their own identity, to make this a journey with no return.
